Gibad Ibadoghlu, the Head of the Centre for Economic Research, informed Trendthat in order to establish public control over the state expenditures due to purchases for the Azerbaijan Defense Ministry, a special group is expected to be organized in the Milli Majlis.
According to him, many other countries have such an experience as well.
All data concerning expenditures connected with state purchases carried out by the Ministry should be submitted to the group, which, in its part, will render an account to the President of the Country.
According to Mr. Ibadoghlu, selection of contractors will be an important matter as well. Azerbaijan took one step down (34th place) in a WB report on appraisal of business conditions among 168 countries in 2006. However, in comparison with other CIS countries, Azerbaijan is appraised much better, said the Head of the Centre.
According to him, Azerbaijan has 27 procedures to hold tenders. The tender coverage period is 267 days in the country, while other countries of the region have more than 30 procedures (408 days).
The weight of expenditures on tenders in Azerbaijan is 19,8%, 15% - in other countries of the region. The data shows the situation in the country from a better side, however, there are still some difficulties and shortcomings.
For example, the weight of expenditures on construction in State Budget 2007 is 26,6%. Some 1,5 bln. AZn are envisaged for purchases, however, receivers of the funds have not been indicated. According to Mr. Ibadoghlu, facts on increasing values of purchases are still available in the oil and energy spheres.
