It is planned to adopt a new agreement instead of the Kyoto Protocol by late 2009, Expert on energy consumption David Hampton said in Astana on Jan. 29.
"Term of the Kyoto Protocol expires by 2012. At present the whole world is discussing substitution of this document. It will be either action plan or so-called road maps or a new agreement," Hampton said during the workshop on energy consumption and wastes of hydrocarbon organized by Shell Global Solution.
The discussions will finish by late this week, he said.
"The discussion focuses on whether U.S. will join a new agreement? The latest developments in the country and action of the White House's new administration testify that U.S.'s role will be strengthened in a new agreement," expert said.
The discussions on a future document are too lively, Hampton said.
"There are new approaches and different views of a new agreement. It is expected that a new agreement will be similarly to the Kyoto Protocol, but approach to examining issues may change. This approach will be of sector character. Thus problems on fields will be examined separately," the expert said.
