The Azerbaijani Industrial and Energy Ministry State Gas Control Management toughened control over gas consumption," the State Gas Control Management head Asif Zeynalov said on April 6.
No violation has been registered among the population, while the violation in the use of gas was registered among huge gas consumers.
"Huge gas consumers are restaurants, shops, etc.," Zeynalov said.
The personnel of the Management will monitor the work of offices due to gas consumption of throughout the territory of Azerbaijan. In particular, the Management controls the gas distribution lines, reasons for lowering the pressure in the gas distribution networks in certain areas and installation of non-draft gas appliances.
"The main task of the gas operating offices is not only to take testimony from counters twice a month, but also to control compliance with the established consumer gas appliances design documentation. Payment by consumers for the used gas still does not mean anything, everything should be in accordance with project documentation and safety standards, " said Zeyinalov
The amendments to the Article 116 of the Azerbaijani Administrative Infringement Code came into force of Feb. 10. Before, the Article 116 did not envisage fine for administrative violation in the gas sector.
Under the changes to the Article, a fine in the amount of from 200 to 500 manat will be imposed for violation in the gas, heating and electric energy sectors for individuals, 1,000-1,500 manat for officials and 2,500-3,000 manat for legal entities.
The Gas Control Department lawyer Samid Aliyev said that the feature of this article is that the administrative violations in this area, as well as sanctions for violations related not only to consumers but also to legal entities and officials in the gas sphere. Article includes fines for violations of the rules in the process of designing, constructing and putting into operation of the gas. Fines are assumed also for violation of state and industry standards for gas, which is a prerequisite for improving the quality of gas in the future.
