The document was signed by Kazakhstan’s Energy Minister Nurlan Nogayev, First Vice Minister of Industry and Infrastructure Development Kairbek Uskenbaev, Chairman of the Board of the Union of Machine Builders of Kazakhstan Meiram Pshembaev, General Director of PSA LLP Beket Izbastin, project managers of Karachaganak Petroleum Operating (KPO) Edwin Blom, North Caspian Operating Company (NCOC) Richard Howe and Tengizchevroil (TCO) Imer Bonner.

The purpose of the Center operations is to localize the production of goods for the oil and gas industry in Kazakhstan by opening new industrial enterprises and service centers, promoting investment activities.

This initiative is expected to provide additional support to local producers and is to facilitate their maximum involvement in purchases carried out by operators of oil and gas projects.

When creating the Center, the experience of similar research and development centers created by Shell and ENI will be used. The center will be funded by operators of oil and gas projects and will operate on a non-profit basis.
