Azerbaijan discloses state budget surplus from Jan. through Sept. 2019

The surplus of the Azerbaijani state budget from January through September 2019 amounted to 180.6 million manat ($106.2 million) or 0.3 percent of GDP, Trend reports referring to the Ministry of Finance.

Azerbaijan's state budget revenues amounted to over 16.8 million manat ($9.8 million) in the reporting period, while the growth of income reached 4.9 percent from January through September 2019 compared to the same period of 2018, the Ministry of Finance said.

The revenues obtained through the Ministry of Taxes amounted to over 5.6 million manat ($3.3 million) in the structure of income from January through September 2019 (an increase of 5.7 percent compared to the same period of 2018), including over 3.9 million manat ($2.3 million) from the non-oil sector (an increase of 12.6 percent) or 70 percent of all fees obtained through the ministry.

The revenues transferred to the state budget through the State Customs Committee during the reporting period amounted to over 3.2 million manat ($1.8 million) (an increase of 25 percent).

Transfers to the state budget from the State Oil Fund of Azerbaijan amounted to over 7.5 million manat ($4.4 million), other revenues - 99.4 million manat ($58.4 million), off-budget revenues of budgetary organizations - 377.2 million manat ($221.9 million).

The state budget revenues amounted to over 6.4 million manat ($3.8 million) in the third quarter of 2019.

The state budget expenditures amounted to over 16.6 million manat ($9.8 million) from January through September 2019 (an increase of 6.5 percent).

Social expenses amounted to over 5.8 million manat ($3.4 million) or 35.3 percent of all state budget expenditures for the reporting period.

The volume of social expenses increased by 8.8 percent from January through September 2019 compared to the same period of last year.

The current state budget expenditures amounted to over 8.9 million manat ($5.2 million) or 53.6 percent of all state budget expenditures, capital expenditures – over 6.3 million manat ($3.7 million) (37.9 percent of all expenses), expenses on the state debt and liability service – over 1.4 million manat ($0.82 million) (8.5 percent of all expenses).

Income of the Azerbaijani consolidated budget amounted to over 25.5 million manat ($15 million) (an increase of 7.1 percent), expenditures – over 17.9 million manat ($10.5 million), a surplus – over 7.6 million manat ($4.5 million) or 13 percent of GDP from January through September 2019, the Ministry of Finance said.

The state budget revenues for 2019 were approved in the amount of over 23.1 million manat ($13.6 million), expenses – over 25.1 million manat ($14.8 million). The state budget deficit is projected at over 2.2 billion manat ($1.3 million) or 2.5 percent of GDP.
