BAKU, Azerbaijan, September 30. ADB is committed to supporting Turkmenistan’s transition to a more sustainable and climate-resilient economy through various green and energy-efficient projects, Country Director of the Asian Development Bank for Turkmenistan Artur Andrysiak told Trend.
"Under the Country Partnership Strategy for Turkmenistan, 2024-2028, ADB will support the country in its efforts to become more sustainable, climate-resilient, and competitive," he explained.
The ADB official further emphasized that the bank’s support will be focused on green transformation across all sectors of its engagement.
"Specifically, ADB will prioritize reducing emissions and promoting low-carbon development across energy, transport, agriculture, water resources, and urban development sectors. The bank plans to bolster Turkmenistan’s national power grid, increase its efficiency and resilience to climate change, and enable greater integration of variable renewable energy sources. This includes additional financing to improve the grid and enhance Turkmenistan’s ability to export electricity to regional markets," he said.
In addition, ADB is working with the Ministry of Energy on the Turkmenistan Renewable Energy and Energy Efficiency Project. This initiative aims to upgrade selected gas-powered electricity plants to closed-cycle operations and incorporate renewable energy components.
"The bank is also supporting the development of a Roadmap for Low-Carbon Transition in Turkmenistan’s Power Sector, which will outline steps to enhance energy efficiency and expand renewable energy, thereby attracting further investment," Andrysiak stated.
According to the country director, technical assistance provided by ADB includes support for solar power capacity building and evaluating wind potential for renewable energy. The bank is also ready to finance sovereign and private sector investments to support these initiatives.
He added that these efforts, including the electrification of the railway network, are expected to contribute to the decarbonization of Turkmenistan’s transport sector, reduce greenhouse gas emissions, and enhance the overall sustainability and capacity of the country's infrastructure.
The Asian Development Bank (ADB) is a key partner to Turkmenistan, supporting improvements in transport infrastructure, economic diversification, human capital, and climate action.
In 2023, ADB approved a small-scale technical assistance project worth $225,000 to enhance private sector involvement and develop a roadmap for public-private partnerships in Turkmenistan. As of December 31, 2023, ADB had committed $634 million through 14 public sector loans, grants, and technical assistance projects to Turkmenistan. The current sovereign portfolio includes a $500 million loan, with cumulative sovereign loan disbursements totaling $592.54 million.
