On Tuesday the Kazakh government approved the draft entitled 'Concepts of effective management of natural resources and the use of proceeds from the primary sector' at its next meeting.
The document's author was the Ministry of Oil and Gas.
The concept includes the following key assumptions:
- In accordance with the Constitution of Kazakhstan, natural resources belong to the state and therefore the state should be a basic element of the management system;
- Natural resources have been and still are the foundation of social and economic reforms in Kazakhstan. In this regard, efficient use of resources should be based on integrated approaches and the balance of interests of industry and the state as a whole;
- Operation of a number of primary industries is global and that creates the need for a balanced account of external and internal factors.
