Georgian and Russian citizens should not pay for disagreements between their governments

(coe.int) - Terry Davis, Secretary General of the Council of Europe, issued the statement reacting to the continuing tensions between Georgia and the Russian Federation, reports Trend.

Georgia and the Russian Federation should calm down and work out a way to end their dispute in a peaceful manner. They should abstain from retaliation affecting individuals. Ordinary citizens should not pay for disagreements between governments. As members of the Council of Europe, both countries are parties to the European Convention on Human Rights and therefore have the obligation to respect the human rights of everyone in their territory, not only their own citizens.
