President of Azerbaijan Ilham Aliyev has sent a letter of congratulation to President of Ukraine Viktor Yanukovych on his country's national holiday.

President of Azerbaijan Ilham Aliyev has signed an order on additional measures to improve water supply of Sabirabad district.

Under the order, President's Reserve Fund will allocate 960,000 manat to the Ministry of Ecology and Natural Resources in order to install modular water clean-up equipment in Shikh Salahli, Bulagly, Garatugay, Hankechan, Poladtugay settlements of Sabirabad with a total population of 8,000.
The Finance Ministry was instructed to ensure allocation of funds envisaged in the order.

President of Azerbaijan Ilham Aliyev has signed an order on additional measures to speed up socio-economic development of Agstafa district.

Under the order, Agstafa District Executive Power will receive 2.3 million manat from the 2011 state budget to build Poylu-Khatai-Enigyun-Ashagi Goychali road, which connects five settlements with population of 11,000 people.

The Finance Ministry was instructed to ensure allocation of funds envisaged in the order and the Cabinet of Ministers to resolve all issues arising from the order.

Elections

August 23

Changes have been made to some legal documents of the Central Election Commission of Azerbaijan.

At the CEC session on Tuesday, the commission member Arifa Mukhtarova brought to the attention of the CIS members the proposed additions and changes to the documents.

She said changes have been suggested to be made to eight documents of CEC, including the rules of creating an initiative group of voters for municipal elections; the rules of issuing lists for municipal elections to candidate and authorized representatives of political parties; the rules of submitting signed lists for municipal elections to the district election commission; the rules of verifying documents for registration of candidates; the rules of distribution of funds between the district election commissions, monitoring of their spending.

It is also proposed to make changes and additions to the rules of conducting election campaign in the media and to other documents of the CEC.

After discussions, the proposed changes and additions have been approved.

Foreign policy

August 22

A delegation of several countries' permanent representatives in the UN met with the members of the Azerbaijani parliamentary committee for international and inter-parliamentary relations, the Parliament reported on Thursday.

The delegation includes diplomats of Cambodia, Benin, Mauritius, Namibia, Seychelles, Jamaica, Zimbabwe, Sri Lanka and other countries.

Azerbaijani Defense Minister Safar Abiyev and Turkish Ambassador to Baku Hulusi Kilic discussed the military cooperation between the two countries, the defense ministry reported.

The parties exchanged views on prospects for the Azerbaijan-Turkey military cooperation.

Kilic also introduced to Abiyev Turkey's newly-appointed defense attaché Major-General Yucel Karauz .

The European Youth Parliament's Azerbaijani representation has started its activity.
At a meeting held in Berlin, Azerbaijan was elected an observer member of the European Youth Parliament. The board meeting was attended by Michel Hochstrasser, Martin Getz, Krista Simberg and European Youth Parliament's executive director Ville Vasaramaki and others.

The Azerbaijan-Argentina Inter-parliamentary Friendship Group has been created at the Chamber of Deputies of the National Congress of the Argentine Republic.

A resolution on establishing the Friendship Group has been signed by a Chairman of the Chamber of Deputies Eduardo Alfredo Fellner.

August 22

An Azerbaijani soldier was wounded as a result of a ceasefire violation by the Armenian armed forces, a military source told Trend.

Lieutenant Akif Abdullayev was wounded as a result of ceasefire violation by the Armenian armed forces in the direction of the Fizuli region. The soldier was hospitalized and his health condition is serious.

Azerbaijani Defense Ministry Deputy Spokesman Teymur Abdullayev confirmed the fact.
The Armenian Armed Forces opened fire at the Azerbaijani troops from positions in the nameless heights in the Fizuli region at 20:00-20:15 and 23:45-00:00 on Aug.21, the Azerbaijani Defense Ministry said.

The Armenian Armed Forces opened fire from positions in the nameless heights in the Armenian Krasnoselsk region at the Azerbaijani troops in the nameless heights in the Gadabay region at 10:30-10:45 on Aug.21, the Azerbaijani Defense Ministry said.

Further, the Armenian Armed Forces opened fire at the Azerbaijani troops from positions outside the Garagashli and Yusifjanli villages in the Agdam region at 20:10-20:20 and 23:45-00:00, from positions in the nameless heights in the Fuzuli region at 20:00-20:15 and 23:45-00:00, the ministry said.

The Azerbaijani troops answered their fire.

On Aug.22, the Armenian Armed Forces opened fire to the Azerbaijani troops from the positions in the Kengerli and Shuraabad villages in the Agdam region at 22.10-22.20 and at 23.30-23.35,

Also, at 10.30-10.50 and at 22.45-23.05 from the position in the Ashaghi Abdulraxnamli village in the Fizuli region and from the position in the nameless hights, the Azerbaijani Defense Ministry reported.

The Azerbaijani troops answered their fire. No causalities were reported.

August 23

August 23 saw the 18th anniversary of the occupation of Azerbaijan's regions of Fizuli and Jabrail by the Armenian armed forces. On Aug.23 1993, 51 villages and center of the Fizuli region were seized by the Armenians, more than 55,000 inhabitants left their native land.

The Fizuli region covers the territory from the southeastern slopes of Karabakh Mountain range to Araz River. It is border with Azerbaijani regions of Khojavand, Jabrail, Agjabadi, Beylagan and Iran along Araz River.

August 24

The Armenian Armed Forces opened fire from positions in the Berkaber village in the Armenian Idjevan region at the Azerbaijani troops in the Gizilhajili village in the Gazakh region at 11:15-11:20 on Aug.24, the Azerbaijani Defense Ministry said.

Further, the Armenian Armed Forces opened fire at the Azerbaijani troops from positions outside the Tapgaragoyunlu village in the Goranboy region at 12:20-12:35, from positions outside the Ashagi Abdulrahmanli village and nameless heights in the Fuzuli region at 23:55-00:15 and 01:30-01:40, the ministry said.

The Azerbaijani troops answered their fire.

August 26

On August 26, the Armenian Armed Forces opened fire to the Azerbaijani troops from the nameless heights in the Fizuli region at 13.00-13.25,and 19.50-20.05, also on August 27 at 01.30-01.35, the Azerbaijani Defense Ministry reported.

The Azerbaijani troops answered their fire. No causalities were reported.
