A statement released by Downing Street after a cabinet meeting said that any attempt to intimidate staff at offices of the British cultural organization in Russia was "completely unacceptable."

Russia's Interfax news agency reported Wednesday that Stephen Kinnock, head of British Council offices for north-west Russia, had been arrested in St. Petersburg on charges of drunk driving.

Kinnock is the son of former Labour leader and European Commissioner, Neil Kinnock.
