Turkmen President Gurbanguly Berdimuhamedov at a meeting of the State Council for Security said that "the State is successfully implementing military doctrine of a purely defensive nature," the Turkmen government said on Wednesday.

Turkmenistan has adopted a military doctrine, the essence of which remained unchanged in recent years on defence sufficiency, a policy of positive neutrality and refusal to participate in military and political blocs.

The information gives the words of the country's leader that the country will focus on strengthening the material, technical base of law enforcement agencies and on creating the most favourable conditions for life and service of military personnel and their families.

Berdimuhamedov is the supreme commander of the country's Armed Forces. The State Council meeting was devoted to the results of military and law enforcement agencies in the first half of this year.

In particular, information was voiced about the specific steps taken as part of military doctrine in order to strengthen national defence and the power of the national army through the modernisation of a material and technical base of the armed forces and training of qualified military personnel.

'The Turkmen leader emphasised that his country, as a sovereign state, must constantly worry about national security which is a guarantor of peace, tranquillity and prosperity of the Turkmen
people', the information said.

Berdimuhamedov also said referring to employees of the State Migration Service, about the importance of the mission entrusted to them. The president noted that "it is largely the coordinated, efficient work of employees of the migration service that the level of the organisation experienced an increase in the flow of visitors to the country and abroad, becoming familiar with modern Turkmenistan. This is a country widely known in the world not only for its grand economic achievements, but also the unique natural, historical and architectural monuments."

The country has also adopted a programme of the Navy of the Armed Forces of Turkmenistan until 2015. In June 2010, the Naval Institute of Ministry of Defence was created.

"The Caspian Sea should always be and will be a sea of friendship and harmony. This is the aim of Turkmenistan's policy of neutrality, transparency and good neighbourliness. This is consistent with a purely defensive doctrine," Berdimuhamedov said last fall while visiting one of the naval forces units located in suburb of Turkmenbashi.
