The United Nations High Commissioner for Refugees (UNHCR) does not carry out any activity in Nagorno-Karabakh or in adjacent regions, the UN High Commissioner for Refugees Antonio Guterres said at a press conference on the visit to the region in Baku on Thursday.

The United Nations High Commissioner for Refugees (UNHCR) does not carry out any activity in Nagorno-Karabakh or in adjacent regions, the UN High Commissioner for Refugees Antonio Guterres said at a press conference on the visit to the region in Baku on Thursday.
"Our goal is to carry out humanitarian activity, we do not interfere in a political issue," - said Guterres said.

Azerbaijani government can be proud of the work conducted in the country to improve the welfare of refugees and IDPs, he said.

The UN High Commissioner for Refugees Antonio Guterres visited Azerbaijan within the visit to South Caucasus. During his visit he met with the country's officials, familiarized with the situation of refugees and IDPs, expelled from their lands as a result of the Armenian aggression against Azerbaijan.

Chairman of State Committee for Refugees and IDPs of Azerbaijan Ali Hasanov regarded Guterres's visit as a great political event.

"The main thing is that the High Commissioner saw everything with his own eyes, and being an objective person, he will inform the world community about the real situation in Azerbaijan," Hasanov said.

The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. Armenian armed forces have occupied 20 percent of Azerbaijan since 1992, including the Nagorno-Karabakh region and 7 surrounding districts.
Azerbaijan and Armenia signed a ceasefire agreement in 1994. The co-chairs of the OSCE Minsk Group - Russia, France, and the U.S. - are currently holding the peace negotiations.
Armenia has not yet implemented the U.N. Security Council's four resolutions on the liberation of the Nagorno-Karabakh and the surrounding regions.
