The Azerbaijani Interior Ministry's Department for Combating Organized Crime arrested the rector of the Moscow State Open University's Baku Branch this week.
In addition to Mugan Salahov, Pro-Rector Ramazan Huseynov and accountant Nemat Hasanov were also detained.
The information was confirmed by the Azerbaijani Interior Ministry.
