Council of Europe proposes not to Register Organizations Holding Exit Poll

Azerbaijan, Baku, 31 March /corr. Trend I.Alizade / The Council of Europe has proposed to allow the organization to 'exit poll' during the elections in Azerbaijan without registration in the Central Election Commission (CEC). "The comment by the Venice Commission of the Council of Europe with regards to the changes and additions to the Election Code of Azerbaijan says that it is not necessary for the organizations holding the 'exit poll' to be registered by the CEC. However, the changes suggested by the Azerbaijani side say that such organizations should definitely be registered," the member of the Venice Commission, Latif Huseynov, briefed the media on 31 March.

The comment of the Venice Commission contains proposals improving the voting situation of the military people. The Commission considers that within the possibility, the military people should not vote through the military units, but together with other electors.

The Government of Azerbaijan considers that it is impossible in special places, especially in the frontline territories. Therefore, polling stations should be established in military units in such territories and were reflected in the Azerbaijani project.

According to him, irrespective of several shortages, the Venice Commission positively assessed the additions and changes suggested by Azerbaijan. The comment has already been submitted to the Government of Azerbaijan. In the near future, the additions and changes to the Electoral Code, considering the comments of the Venice Commission, will be presented to the Azerbaijani Parliament.

Nearly ten changes are envisaged to be made to the Electoral Code.
