Azerbaijani Interior Ministry on Friday held a meeting of the Board on the activities of services "Safe City" and "102", as well as the situation on the disclosure of murders that remain unsolved from past years.
Interior Minister Colonel General Ramil Usubov said that all three issues on the agenda are urgent and important, the press service of the Ministry told Trend on Friday. The minister said that the strengthening the rules of law in the law-enforcement agencies, as well as disclosure of murders that remain unsolved from past years are directly linked to ensuring civil rights and freedoms, the ministry has consistently pursued the organizational and practical work in this regard.

The head of internal investigations department, police colonel Arif Rzayev said that the employees of the Ombudsman Office, as well as representatives of the Anti-Torture Committee of Azerbaijan and OSCE Baku office have carried out 278 monitoring in urban and regional detention centers of police stations over the last nine months. During the monitoring, human rights violations have not been identified.

According to Rzayev, compared with 2008, in 2009 the number of violations of discipline and delinquency has decreased by 11.7 percent, the number of disciplining - 10.5 percent, the number of dismissals from the service because of negative reasons - 3.1 percent.

The chief of duty hours department of Interior Ministry police colonel Fuad Bakhtiyarov spoke about the situation in district police departments, "Safe City" and "102". According to him, the focus is paid to the reconstruction of temporary detention centers in accordance with modern standards. Special attention is paid to ensuring the rule of law, human rights and freedoms during the detention and making the perpetrators answerable.

According to him, compared to the same period of 2009, over the nine months of this year, the number of complaints received by the service "102" has increased 2.1 times.

Ramil Usubov instructed to conduct a serious control over the implementation of decisions and orders of the Ministry and the board, the timely and qualitative consideration of complaints received from the citizens, follow all legal requirements during investigation and pretrial proceedings, ensure complete control over the statutory rights and freedoms of participants in criminal trials.
