Russia tries to put a peace initiative of the Georgian President and the statement of the puppet regime's leader on one level, Georgian Foreign Ministry's International Organizations Department Director Sergi Kapanadze said. He commented on a statement of Moscow.

Georgian President Mikheil Saakashvili stated that will not use force to restore his country's territorial integrity. He also spoke about this at the OSCE summit, and during his speech before the European Parliament.

Moscow said that the next round of the Geneva talks would raise the issue of registration agreement on the non-use of force among Georgia, Abkhazia and South Ossetia.
"The Russian Federation's statement is nothing more but a desire to mislead the international community and confound the Geneva talks. With this the Russian side is also trying to put on one level a peace initiative of the Georgian President and the statement of the puppet regime's leader that have no legal force," Kapanadze said.
The 14th round of the Geneva talks will be held on Dec. 16.

Kapanadze said the negotiations will discuss that Russia should assume the obligation not to use force in regard to Georgia, as Georgia did.

The dialogue to restore stability in the Georgian breakaway regions is conducted under the Geneva talks, which have been held since October 2008 on the basis of agreements reached after the events in South Ossetia in August 2008.

The Geneva talks are attended by delegations from Georgia, Russia, the United States, South Ossetia, and Abkhazia, as well as representatives from the EU, U.N. and OSCE. The only result of these meetings so far has been a document containing proposals for mechanisms to prevent and resolve incidents in the zone of the Georgian conflict.
