The OSCE Baku Office expressed its attitude toward the rallies held by the opposition.

"We have not seen the use of force and violence in these rallies," he said. "Force was used neither by participants, nor by the police," office head Ali Bilge Cankorel said. "But we do not want anyone to be arrested during the rallies."

Dialogue between the authorities and the opposition is inevitable in Azerbaijan, he said.

"Conducting a dialogue and searching for a way out are acceptable to everyone," he said.

He stressed that it is necessary to avoid violence during protests.
"We must use all our capabilities to ensure freedom of expression," he said. "Through dialogue, the parties must come to a common decision on how to ensure freedom of expression."

The Public Chamber, uniting several opposition parties, has repeatedly tried to hold unsanctioned rallies. It rejected the proposal of the Baku Executive Power's proposal to hold these rallies on a permitted site.
