The Parliament of Georgia is ready to listen to the annual appeal of the President of Georgia in the end of March.

It all depends on President Mikheil Saakashvili himself as well, Speaker David Usupashvili said at a meeting of the bureau on Thursday.

"We want to know whether the President agrees to return rights to the popularly elected parliament and refuses from the limitations set by the Constitution and violating the rights of the deputies," he said.

Usupashvili said that the President's speech in Parliament, scheduled for February 8, has been postponed, so that Saakashvili wouldn't face an empty Parliament.

"We respect the constitutional right of the elected president and willing to listen to him, however he must return to Parliament its right and waive the right to dissolve the popularly elected parliament and government," he said.

According to the Chairman of the Parliament, "some more important issues" need to be discussed by the end of March, and before that there is still time to reach an agreement on the presidential powers.

The parliamentary majority requires the president to waive the right to dissolve the government and parliament. The minority is willing to sacrifice these rights in exchange for refusal from prosecution of state officials, except violent offenders and those involved in killings and torture.
Alongside, the minority does not ask for indulgence of the president, members of government and parliament.

On Thursday, the President of Georgia appealed to parliament with the request to set a hearing date of the annual report of the president of Georgia in the highest legislative body.
