Ex-health minister renders support to ex-speaker’s plans on accession to power by force

The operative investigation revealed the relations of Ali Insanov, the Former Health Minister with the criminal plans of Rasul Guliyev, the former Azerbaijani speaker, the chairman of the Azerbaijan Democratic Party (ADP), on accession to power by force, according to a joint statement by the National Security Ministry, the Interior Ministry and Prosecutor General’s Office of Azerbaijan.

As apart of the plan Insanov was a person who financed the gathering of people in the airport for welcoming the ex-speaker, as well as armed diversification groups for breaking up provocation with the forces of public order. The investigation shows that ex-Finances Minister Fikret Yusifov, who implemented Guliyev’s orders, has repeatedly met with Insanov and conveyed him orders on the necessity of approval of funds for implementation of a plan on accession to power by force. Contacting the former Health Minister, Yusifov met him at Flagman restaurant, located in the Baku-Sumgayit highway, in August 2005. Favoring the anti-state plans Insanov promised to render comprehensive assistance and asked to assure Guliyev about it. During the meeting with Guliyev in St-Petersburg, Russia, in August 2005

Yusifov informed the ex-speaker on Insanov’s decisiveness and after he was ordered to approve $100,000 for this purpose. Late September Insanov assured Yusifov on his readiness to approve the funds any time desired, while on the next day he gave $100,000 through Arzu Alekperov, Yusifov’s relative. On 14 October Insanov for the next time allotted $100,000. In his turn Yusifov directed $50,000 on appointment, while the second part was left for the implementation of other instructions. The funds were revealed at Yusifov’s house during the search. Yusifov confirmed the evidences during the investigation.

Insanov was arrested as a suspected in perpetration of a crime, the statement said.

As a result of operative investigation Akif Maherramov, the head of the Pharmaceutics Medical Technique Division of the Ministry, was arrested with charges of misappropriation of service duties, assimilation of state property and bribery.
