Azerbaijan Parliament's committee prepared a draft law on scientific activities.

"The draft law determines the goals and principles of the state with regards to the scientific activities, rights and duties of its participants, organizational-legal grounds of scientific activities," the chairman of the parliamentary committee on science and education Shamsaddin Hajiyev said at committee's meeting on Jan. 30.

According to Hajiyev, adopting this law will create legal grounds for the realization of the intellectual potential of the citizens and conducting purposeful activities to use scientific achievements.

According to him, the main goal of the state policy regarding scientific activities is to develop scientific potential, its efficient spread and use, increase the role of science in economic development and implement important social targets, strengthen defense capacity of the country, security of society and state.

According to Hajiyev, the draft law envisages that public research institutions and organizations may be opened for privatization only upon decisions by the relevant executive authorities. Government agencies and organizations conducting basic research can not be privatized.

According to the chairman of the committee, the project also reflects the articles related to the financing of scientific activities. "Financing of the scientific activities can be carried through the Public budget, own or attracted funds of scientists, including through grants and other sources not prohibited by law," said Hajiyev.
