The Science Development Fund under the Azerbaijani President offers to exempt grants, issued on a competitive basis from the national budget for research projects, from taxation.
One of the problems of the fund is that grants issued as funds and payments for research projects are taxed, the executive director of the fund Elchin Babayev told Trend.
The fund faces another problem. Most scientific devices and equipment purchased abroad are subject to customs duty and VAT.
Unlike foreign grants, collecting taxes and duties from national grants diminishes the monetary capacity of the research fund.
