Basic costs of land sale through auctions approved in Azerbaijan

Azerbaijan, Baku, Feb.20 / Trend corr U. Ismayilova / The basic costs of lands depending on the location zone were approved within the sale of lands in Azerbaijan through tenders and auctions in accordance with the presidential order in December 2008, head of the State Real Estate Registry Service Arif Garashov said on Feb.20.   

"Land sellers will offer the basic costs to hold auctions but lands will be sold upon the costs offered by buyers which makes impossible to name the exact costs of every land," Garashov said.    

According to Garashov, owners should first apply to local municipalities to acquire a document for land. Then, they will be given a reference from the state service, a document on absence of land's limitation and occupancy. Lastly, owners should apply to local offices of the State Committee on Land and Cartography to hold auction.

Winner of tender receives a license on owning the land. Results of auctions will be approved through notary.  

Garashov said the main goal of the land sale through auctions and tenders is to make the process fairs and transparent.

According to Garashov, the state committee approved the auction commission's staff and give proposals in a couple of days.  

Garashov recommended owners of lands sold after Dec.1 2007 [in accordance with the presidential order, these lands will not have a property status] to pass registration in local municipal offices.

"A juridical solution can be found in this regard," Garashov said.

According to Garashov, these lands will not be demolished due to a lack of documents.

The State Real Estate Registry Service does not have right to pull down buildings. The state service currently realizes Registry of Real Estate project jointly with the World Bank according to which the inventory of land plots and buildings will be held in pilot Absheron region. The result will be handed to the government to assess the situation.
