The Cabinet of Ministers of Azerbaijan approved the procedures for determining quotas for labor migration.
The quota for migrant workers is introduced to effectively use local labor resources and regulate labor migration.
The quota is determined by taking into account the situation on the domestic labor market, needs for the labor force, availability of jobs for highly-qualified professionals and employment opportunities for the local labor force.
According to the order, the quota will be set annually, three months prior to the end of the year, the Cabinet of Ministers of Azerbaijan said.
In order to determine the quotas, the Cabinet of Ministers of Azerbaijan will create a special commission composed of representatives of ministries of labor and social protection, economic development, foreign affairs, education and state migration service.
The responsibilities of the commission are to determine the need for foreign labor force, provide forecast information to the authorities prior to May 1 of each year.
The Ministry of Labor and Social Protection of Population must determine the quota before August 1 each year, submit to the commission the forecasts for the labor market and demographic development, assess current labor capacity, etc.
The quota can be raised or lowered based on the decision of the Cabinet of Ministers according to the proposal of the commission.
