Cooperation between Azerbaijan and Armenia within the ring highway around the Black Sea is impossible, Deputy Foreign Minister of Azerbaijan Mahmud Mammadguliyev told Trend on Monday.
"Not only within the BSEC, but also within other organizations, we are always talking about that and while signing documents, we always make a reservation," said Mammadguliyev.
According to the project, the length of the ring highway around the Black Sea is 7,000 kilometers, the road will pass through 12 countries. The main route of the highway and connecting roads will pass through the territories of Azerbaijan, Albania, Armenia, Bulgaria, Greece, Georgia, Moldova, Romania, Russia, Serbia, Turkey and Ukraine.
According to Mammadguliyev, the position of the Azerbaijani leadership is clear and unchanging: until a final political settlement of the Nagorno-Karabakh conflict and the liberation of Azerbaijani territories occupied by Armenia, the cooperation with Armenia is impossible on a bilateral or multilateral level.
In general, Baku supports the project to create a ring highway around the Black Sea and is ready to work within this project, but the cooperation with Armenia is impossible.
"Our position within the project on ring highway around the Black Sea is the same like position within the TRACECA and other similar projects," said Mammadguliyev.
The Basic Multilateral Agreement (MLA) on International Transport for Development of the Europe - Caucasus - Asia Corridor (TRACECA) has reservations about that "the Republic of Azerbaijan declares that none of the rights, obligations and conditions set forth in the Basic Multilateral Agreement (MLA) on International Transport for Development of the Europe - Caucasus - Asia Corridor and its technical attachment will be introduced by the Republic of Azerbaijan for the transport through its territory for which the territory of the Republic of Armenia is starting, transit or final territory."
