Kazakhstan to adopt new programme of agricultural science reforms

The Ministry of Agriculture of Kazakhstan and KazAgroInnovatsiya has drafted a Reform Programme of Agricultural Science for 2013-2020, Deputy Minister of Agriculture Muslim Umiryaev told reporters on Tuesday.

The Ministry of Agriculture of Kazakhstan and KazAgroInnovatsiya has drafted a Reform Programme of Agricultural Science for 2013-2020, Deputy Minister of Agriculture Muslim Umiryaev told reporters on Tuesday.

"The goal of the development programme is to build a sustainable system of generation and propagation of competitive innovation in the agricultural sector," Umiryanov said.

He noted that the reform in the agricultural science of Kazakhstan provides a set of measures to ensure access to modern scientific research infrastructure.

"In addition, it is important to build a new system of research management and integration into the world of science," he said.

Umiryanov noted that focus will be on the introduction of a ready-made development in agricultural production, taking into account international practice. An important issue will be the distribution of funding in accordance with the law of the republic's science budget.

"The operator of industrial innovation system APC and the leading organisation in the field of agricultural research in Kazakhstan is KazAgroInnovatsiya, which is responsible for the scientific and technological innovation and the development of agriculture of the country," the deputy minister said.

The positive experience of countries with a developed agricultural sector and the current structure of the national agricultural science have been taken into account in developing the programme.

"The next step will be a broad discussion of the draft programme with the national scientific community," he concluded.
