Pavlodar refinery will provide Kazakhstan with 159.5 thousand tons of diesel oil at a discounted price at the time of sowing from March to May 2013. The price of diesel fuel for farmers this year will be 93,975 tenge (150.86 tenge = 1 dollar) per ton including VAT, the press service of the plant reported.
To prevent machinations, fuels and lubricants will be colored.
"This is to ensure proper use by farmers of motor fuels allocated for the period of the spring sowing at low prices," the statement said.
These measures had already been taken in 2004 and 2006 when embezzlement of preferential fuel and its sale at gas stations at the market price was revealed. Now the plant follows the successful experiment with coloring petroleum products.
"Sudan Red 462 M liquid" colorant made by the German company BASF will be added to diesel fuel of L 0,05-62 brand.
Subsidized fuel is provided to farmers at a reduced price by the law 'On state regulation of production and turnover of certain types of petroleum products' dated 20 July 2011.
According to the schedule approved by Ministries of Oil and Gas and Agriculture, petroleum products at lower prices from the Pavlodar refinery will be provided to farms in Akmola, North Kazakhstan, Kostanai, Pavlodar, Karaganda and East Kazakhstan provinces.
