Uzbekistan to implement four customs corridors, video surveillance systems

Uzbekistan is planning to introduce the system of four customs corridors and the customs inspection under the supervision of cameras, Uzbek media reported referring to a presidential decree.

The document provides for the introduction of an automated risk management system using:

  • the “yellow corridor” from Dec. 1, where the customs control is carried out in relation to goods and vehicles that have an average level of risk or are determined by random choice;
  • the “red corridor” from Dec. 1, where the customs control is carried out in relation to goods and vehicles that have a high level of risk or are determined by random choice;
  • the “green corridor” from March 1, where the customs control is not carried out in relation to goods and vehicles with low risk when deciding on their release;
  • the “blue corridor” from March 1, where the customs control is carried out in relation to goods that have an average level of risk or are determined by random choice, after their release.

According to the new document, the key indicator of the effectiveness of the activity of customs officers will be the time spent by the participant of foreign economic activity on customs clearance of goods and vehicles.

At the same time, statistical information on the time of customs clearance will be published monthly on the official website of the State Customs Committee.

From March 1, 2019, customs inspection of imported goods will be carried out exclusively in places equipped with a video surveillance system that provides storage of video recordings of customs clearance procedures for three months and the possibility of connecting to the center.
