Revenues to Kazakhstan's budget exceed plan despite VAT underpayments

Revenues to Kazakhstan’s state budget amounted to 8 trillion tenge ($19.04 billion) over the period from Jan. through Nov. 2020, which is 4.7 percent more than the plan, Kazakhstan’s Minister of Finance Yerulan Zhamaubayev said, Trend reports citing the press office of the government.

Thus, some 5.2 trillion tenge ($12.4 billion) of the revenues accounted for republican budget, which is 1.4 percent more than the plan. Overall revenues exceed the plan by 74 billion tenge ($176.1 million).

The value of taxes paid to the budget was 65 billion tenge ($154.7 million) less than the plan, whereas non-tax payments exceeded the plan by 140 billion tenge ($333.3 million).

The major reason for the decrease in tax payments were lower payments of the value-added tax, the reasons for which were an increase in VAT refunds by 50 percent or 181.5 billion tenge ($432.1 million) compared to the same period last year, and decrease in sales turnover via electronic invoices platform by 13.6 percent.

At the same time, the largest decrease in payments to the budget accounted for mining industry (by 41.6 percent).

In turn, the value of payments to the regional budgets amounted to 2.8 trillion tenge ($6.6 billion), which is 11.3 percent or 285 billion tenge ($678.5 million) more than the plan. The revenues plan was exceeded in all regions of the country.
