"Kazakhstan may consider the construction of an oil refinery on the border with China no earlier than 2015. We are not intending to construct an oil refinery at the moment. We will first upgrade the three existed refineries," Berlibayev said.
Kazakhstan has designed a special program to upgrade thee existed oil refineries in the country, including $3-4 billion investments.
The fourth refinery was considered earlier in the east of the country. A new plant, of course, if such a decision is made, will be constructed near the pipeline, which goes to China," Berlibayev said.
