The decision was taken during the World Telecommunication Development Conference in Hyderabad (India) May 24-June 4.

The Azerbaijani Communications and IT Ministry represented the country at the event.

During the conference, meetings were held with three regional organizations to promote inter-regional cooperation - the African Telecommunications Union (ATU), the Inter-American Commission on Communications (CITEL) and the Asia-Pacific Telecommunity (APT). An agreement was reached to develop a cooperation program for 2010-2014.

A draft program was also presented to the heads of regional organizations to review and to make suggestions. The RCC member-state interaction strategy, which was developed during the preparatory stage and implemented during the conference, allowed the execution of plans.
