Azerbaijani State Customs Committee talks application of eTIR procedure

The Azerbaijani State Customs Committee is considering various routes for the pilot application of eTIR procedure on international transport corridors passing through Azerbaijan, Natig Akhundov, head of the State Customs Committee's Press and Public Relations Department, told Trend.

“The full application of eTIR procedure at the international level is stipulated by the entry into force of Annex 11 to the Convention on the Contract for the International Carriage of Goods by Road (TIR),” Akhundov added.

The purpose of eTIR project and, in particular, eTIR international system is to ensure the safe exchange of data among national customs systems of the international transit of goods, vehicles or containers in accordance with the provisions of the TIR Convention, and to allow the customs bodies to manage the data regarding the guarantees which are given by the guarantee chains to the authorized users of the TIR system.

“Along with the work on coordinating the legal framework of eTIR procedure at international UN sites, some countries are already implementing the pilot projects,” head of the department added.

“One of such projects is eTIR pilot project between Azerbaijan and Iran,” Akhundov said. “As part of this project, pilot shipments were carried out by using electronic guarantees, as well as the data exchange systems in 2019.”

"We started the discussions on the creation of eTIR corridor along the Iran-Azerbaijan-Georgia-South-West route passing through Azerbaijan in 2019,” head of the department said. “In this context, the Azerbaijani State Customs Committee attaches great importance to the use of electronic transit systems."

“Azerbaijan is also working on launching eTIR system on the East-West route,” Akhundov said. “The simplification of transit cargo transportation, both on the East-West route and the North-South route, is a priority for Azerbaijan.”

"Using of this system, among others, allows to minimize the number of documents which are used in transit cargo transportation, accelerate risk assessment and analysis through electronic exchange of information throughout the transit route," the head of the department said.
