Kazakhstan to ban private monopolies to perform economic functions of state

BAKU, Azerbaijan, June 22. The Ministry of National Economy of Kazakhstan has begun work on further reforming inter-budgetary relations within the Kazakh President Kassym-Jomart Tokayev’s instructions, Vice Minister of National Economy Abzal Abdikarimov said, Trend reports via the Kazakh media.

Abdikarimov made the remark during the presentation of the bill on the implementation of certain presidential instructions in the Mazhilis [lower house of parliament].

"The key goal of the reform is to remove the existing gaps in planning funds by the regions and ensure increase of their financial independence. The transfer of certain tax revenues to the local level is being considered, taking into account the principles of their stability and collection level," he noted.

Besides, according to him, the bill envisages:

- ensuring budgetary monitoring of the indicators adopted in the calculation of general transfers (GTs) to central government agencies (CGOs), and providing the results of budgetary monitoring to the Ministry of Finance for the formation of an analytical report on the implementation of the relevant budget program;

- drawing up a draft conclusion on the calculations of GTs and submitting it to RBC (Republican Budget Commission); and

- making the CGOs and local executive bodies responsible for the validity and reliability of the information provided for the GT calculations.

In order to implement the presidential instructions to ban private monopoly operators from the performing the economic functions of the state at the legislative level, amendments were proposed for the implementation of monopoly functions only by the public legal entities.

"Thus, the concept of a subject of special law will be clarified and a ban on granting exclusive and preferential rights, except for state monopoly and special law, will be introduced," explained the vice minister.
