N. Nazarbayev held Security Council's sitting

(KAZINFORM) - Today the President of Kazakhstan Nursultan Nazarbayev has chaired a regular session of Kazakhstan Security Council, Presidents press service informs.

Issues on state organs fight against corruption and perfection of Kazakhstans migration policy have been considered there, reports Trend.

Chairman of the National Security Committee Shabdarbayev, director of the economic and corruption-related crimes control agency Kalmurzayev, and Prosecutor General Tusupbekov have reported on the first question.

Settlement of the strategic tasks for ranking among the 50 most competitive states of the world requires toughening political housecleaning which poses great threat to public and economic security of the state, Nursultan Nazarbayev said.

Kazakhstan founded an anticorruption legal framework, adopted Law On fight against corruption, inserted amendments to Criminal and Administrative Codes, approved 2006-2010 State Anticorruption Programme, established a specialized agency for economic and corruption-related control.

The same time issues on law enforcement practice remain a problem in state activity for public organs as well as law enforcement agencies are subject to corruption. Certain examples have been voiced there.

A package of measures to have anticorruption efficiency raised was tabled too. In particular, it was proposed to alter the law in force in order to eliminate or reduce premises for committing corruption-related offences.

Head of the State has charged to make a narrow inquiry into the mentioned violations. Assistant to the President, Secretary of the Security Council Tazhin is assigned to lead this work. The group will consist of chairman of the National Security Committee Shabdarbayev, Deputy Head of the Presidents Administration Imashev, and director of the economic and corruption-related crimes control agency Kalmurzayev.

An interdepartmental commission for anticorruption policy will be set up under the Security Council for creating an atmosphere for corruption reprobating and elaboration of system-based approaches.

Another highlight is migration policy improvement which is of great importance to assuring national safety. Kazakhstans geopolitical position, borders length make the country a convenient transit zone for various groups of migrants.

Kazakhstan becomes more attractive for labor and illicit migration in the light of active integration into the world economy, standing out political and economic stability, and its geographic position.

As stated there, Kazakhstan has formed an open and attractive migration policy. Laws On population shift, On legal status of the foreign nationals in Kazakhstan, On migrants status, On Kazakhstans citizenship lay the foundation for the necessary legal basis.

The country joined Convention on Refugees and Protocol on Refugees Status, ratified 15 conventions of International Labor Organization, concluded Treaty on cooperation with the International Organization for Migration in 1998.

However the noticeable changes taken place in sphere of migration in connection with globalization, invigoration of international terrorism and extremism dictate terms for providing efficient management and strict control over migration processes. Thereat Kazakhstan should remain open and preserve its attractiveness for inflow of high graded specialists.

An analysis of the present-day migration policy proves the presence of problems which claim sooner solution. The President has entrusted the state organs with precise tasks.

A draft law on legalization of illegal labor migrants is under consideration pursuant to Presidents Address as of March 1, 2006. The point at issue is a nonrecurrent action.

It is essential to guarantee efficacious control over foreign business structures observance of tax, labor and migration laws, take measures for backing repatriates.

In perspective Kazakhstan will offer definite applications for foreign manpower involvement and provide social guarantees. All these steps are aimed at improvement of legislation, clean-cut delineation of duties and responsibilities of authorized state bodies, strengthening of lawful migration's legal basis and facilitation of legitimate labor permit getting.

They will positively influence development of migration processes, socio-economic, crime rate of Kazakhstans society at large.
