Last week, Azerbaijani Cabinet of Ministers approved the action plan within €13 million grant allocated by the European Commission within the program of support for reforms in the energy sector of Azerbaijan.
The ministry of industry and energy, ministry of economic development, ministry of finance and other agencies are in charge of realizing the plan.
The main goal of the action plan are: preparing comprehensive and integrated strategy for the energy sector in accordance with market economic principles, using and promoting effectiveness of alternative and renewable energy sources, preparing and implementing an action plan, improving legislation and bringing it into conformity with EU legislation, etc.
The action plan describes the timing of implementation of the actions, cost and the beneficiaries. Thus, the Ministry of Industry and Energy is in charge of preparing tender documentation for projects next year and providing technical assistance under the energy reforms support program. This project will support the preparation of tender documents in accordance with international standards, specifications and implementation of tender procedures for technical assistance projects that will be determined through international tenders within energy reforms support program. This project should be implemented during 2010 - 2011, the main component of which is to prepare and implement an action plan on alternative and renewable energy and effective use of energy.
In 2010-2011, the State Statistical Committee must improve official statistics in the energy sector, particularly conduct selective statistical supervision on the household consumption of energy; selective statistical supervision on the consumption of energy by private entrepreneurs; selective statistical supervision on the energy consumption by legal entities.
In its turn, over the next two years, the Ministry of Finance will implement project support to improve public finance management (PFM). The main components are preparing plan for PFM and realizing action plan for PFM.
