According to the order, their monthly salary is increased 10 percent.

Azerbaijani President Ilham Aliyev signed an order providing personal stipend of the President of the Republic of Azerbaijan, the official website of the President of Azerbaijan reported.

Upon the order, for their merits in development of medical education and science in Azerbaijan, personal stipend of the President shall be provided to Abbasov Beybale and Topchubashova Zemfira.

The Cabinet of Ministers was entrusted to solve issues arising from the order.

The President of Azerbaijan Ilham Aliyev has sent a letter of congratulation to King of Saudi Arabia, Custodian of the Two Holy Mosques Abdullah bin Abdulaziz Al Saud on the country's national holiday - Unification of the Kingdom.

Sept. 20

A total of 404 candidates, who are ready to compete for seats in upcoming parliamentary elections in Azerbaijan, have made applications to district election commissions, the Central Election Commission said.

Applications were received from over 112 districts. About 366 candidates have received signature lists, and two have returned them.

The Azerbaijani Central Election Commission (CEC) and the U.S. Embassy discussed prospects of cooperation in the upcoming parliamentary elections in the country.

Sept. 24

The Azerbaijani Central Election Commission and the Venice Commission of the Council of Europe discussed issues of cooperation.

Sept.24, a delegation headed by Thomas Markert, secretary of the Council of Europe's Venice Commission, met with Chairman of the Central Election Commission Mazahir Panahov, the CEC said.

Parliament

The chairman of the Azerbaijani Parliament Oktay Asadov met with Secretary General of the Turkish Grand National Assembly Sadettin Kalkan and Deputy Head of the Kazakh Senate administration Berik Arin on Monday to discuss the development of relations between TurkPA member countries.

The meeting focused on preparations for the next plenary session of TurkPA in Kazakhstan, which will be held in March next year, as well as the establishment of three standing committees, the appointment of chairmen and deputy chairmen, the action program of the assembly for 2011-2012 and other issues.

An international conference on the parliamentary democracy in the development process of interstate relations was held today at the Baku State University.

The conference was organized by the Parliamentary Assembly of Turkic-Speaking Countries (TurkPA).

The development prospects of cooperation between Azerbaijan and Switzerland were discussed in Baku.

An expansion of bilateral ties was discussed by director of the Geneva Centre for Security Policy of the Swiss Confederation, Ambassador Fred Tanner and director of the Center for Strategic Research under the Azerbaijani President Elkhan Nuriyev, Center for Strategic Research said.

Azerbaijani Foreign Minister Elmar Mammadyarov today left for the U.S. to attend the 65-th UN General Assembly session, to be opened in New York September 23.

The Parliamentary Assembly of Turkic-Speaking Countries (TurkPA) is meeting in Baku to discuss the agenda of an upcoming session in Astana in March 2011.

The 65th session of UN General Assembly opened in New York today with the general debate to be preceded by the UN Summit on Millennium Development Goals (MDGs) ten years after the goals were set

The main themes of the general debates of the 65th session of the UN General Assembly will include global security, overcoming the consequences of the global economic crisis and other issues of common concern.

An expansion of bilateral cooperation between Azerbaijan and Kyrgyzstan in youth policy was discussed at a meeting between Azerbaijani Youth and Sports Minister Azad Rahimov and Kyrgyz Minister for Youth Affairs Aliyasbek Alymkulov today. The activities of the leading youth organizations of both countries were discussed during the meeting.

Azerbaijani Foreign Minister Elmar Mammadyarov discussed his country's success fighting poverty and disease at the U.N. Millennium Development Goals Summit in New York this week.

He stressed that despite the continued occupation of roughly 20 percent of Azerbaijani lands by Armenia and nearly 1 million refugees and IDPs in the country, the government is doing its best to implement the U.N. Millennium Development Goals by 2015.

Azerbaijani and Georgian foreign ministers Elmar Mammadyarov and Grigol Vashadze met in New York within participation in the 65th session of UN General Assembly.

The foreign ministers discussed the current state of bilateral relations, projects implemented in the energy sphere, promising plans in this area, as well as Mammadyarov's upcoming visit to Georgia.

On Tuesday during his visit to New York, Azerbaijani Foreign Minister Elmar Mammadyarov participated in an official dinner hosted by his Turkish counterpart Ahmet Davutoglu for the foreign ministers of Azerbaijan, Kazakhstan and Kyrgyzstan.

On Tuesday, Foreign Ministers Elmar Mammadyarov of Azerbaijan and Patricia Espinosa of  Mexico, who are attending the 65th session of the UN General Assembly, held a bilateral meeting in New York.

The sides discussed issues of developing bilateral relations between Azerbaijan and Mexico in various directions. Azerbaijani Foreign Minister Mammadyarov agreed to pay, at the invitation of Espinoza, an official visit to Mexico in January 2011.

The U.S. Senate Foreign Relations Committee on Tuesday approved the nomination of the Ex-co-chair of the OSCE Minsk Group, Former Deputy Assistant Secretary of State for European and Eurasian Affairs, Matthew Bryza, as the U.S. ambassador to Azerbaijan.

The 11-th meeting of the commission on delimitation and demarcation of borders between Azerbaijan and Georgia was held in the Azerbaijani town of Balaken on September 23-24.

Sept.19, the Armenian Armed Forces opened fire from positions outside the Berkaber village in the Ijevan region of Armenia to Azerbaijani troops in nameless heights in the Azerbaijani Gazakh region at 14:15-14:25, the Azerbaijani Defense Ministry reported.

Further, the Armenian Armed Forces opened fire to the Azerbaijani troops from the nameless heights in the Goranboy region at 15:30-15:35, as well from the nameless heights in the Fizuli region at 21:45-22:05, the Ministry reported.

The Azerbaijani troops answered their fire. No causalities were reported

Sept. 20, the Armenian Armed Forces opened fire from positions outside the Noenberyan region of Armenia to the Azerbaijani troops in nameless heights in the Gazakh region at 18.20-18.45, from positions in the nameless heights in the Dashkesan region at 09.25-10.25, from positions in nameless heights in the Fuzuli region at с15.45-16.15 and 20.20-20.55, from positions outside the Garagashli village in the Agdam region, the Azerbaijani Defense Ministry reported.

Further, the Armenian Armed Forces opened fire at the Azerbaijani troops from positions outside the Seysulan, Chayli and Gizil Oba villages in the Tartar region at 14.45-15.10, 18.45-19.00, 23.00-23.35 and 00.40-01.15 Sept.21,

The Azerbaijani troops answered their fire. No causalities were reported.

Sept. 22

September 22, the Armenian Armed Forces opened fire at Azerbaijani troops from positions outside Ashagi Abdulrakhmanli and Gorgan villages in Fizuli region at 00.45-00.50, the Azerbaijani Defense Ministry reported.

The Azerbaijani troops answered their fire. No causalities were reported.

Sept. 22, the Armenian Armed Forces opened fire from positions in the Chinarli village in the Berd region of Armenia to the Azerbaijani troops in the Kokhanabi village in the Gazakh region at 17.10-17.20, from positions outside the Gulustan village in the Goranboy region at 19.00-19.20, from positions outside the Ashagi Abdulrahmanli village in the Fuzuli region at 23.30-23.50, from positions outside the Jojugmarjanli village in the Jabrayil region at 23.30-23.50 , the Azerbaijani Defense Ministry reported.

Further, the Armenian Armed Forces opened fire at the Azerbaijani troops from positions outside the Seysulan village in the Tartar region at 04.30- 04.40, from positions outside the Garagashli village in the Agdam region at 04.28-04.40 Sept.23.

The Azerbaijani troops answered their fire. No causalities were reported.
