Germany introduced Monday a draft resolution sponsored by dozens of countries, which called for a strong condemnation of Syria for the widespread violations of human rights and deaths of more than 3,500 people, dpa reported.

Germany's UN Ambassador Peter Wittig said the eight-month-old crisis in Syria continues to cause more civilian fatalities while Damascus refuses to allow independent investigators.

"It is essential that the international community continue to respond to these terrible atrocities," Wittig told the UN General Assembly's human rights committee.

Wittig said the draft is supported by a "joint cross-regional, one-off effort to address the immediate crisis" in Syria.

The draft asks the committee to "strongly condemn the continued grave and systematic human rights violations by the Syrian authorities."

It says the violations include arbitrary executions, excessive use of force, the killing and persecution of protesters and human rights defenders, arbitrary detention, forced disappearances and torture and ill-treatment of detainees, including children.

It calls on Damascus to immediately end all human rights violations, protect its population and fully comply with its obligations under international human rights law.

It calls on Damascus to implement immediately the Arab League's plan of action in its entirety.

The countries supporting the draft include Australia, Austria, Bulgaria, Colombia, Cyprus, Estonia, Finland, Georgia, Greece, Hungary, Iceland, Ireland, Italy, Monaco, New Zealand, Poland, Turkey and Portugal.
