Kazakhstan hosts Energy Charter Conference

"Energy efficiency is one of major components of energy security of any country," Secretary General of the Energy Charter, Ambassador Urban Rusnak said Nov.26 in Astana.

"Energy efficiency is one of major components of energy security of any country," said Urban Rusnak at the opening of the first day of the 25th session of the Conference of the Energy Charter in Astana. "Today, it is the trend of time that needs special attention."

The first day of the event is dedicated to the presentation of the state policy of Kazakhstan in the field of energy conservation and energy efficiency improvement.

It was previously reported that the leading specialists and experts of global energy will discuss issues of energy security in the world within the framework of the 25th session of the Energy Charter Conference in Astana.

The 25th Session of the Energy Charter Conference will be held in Astana on November 26-27, 2014. The event will be finished by Kazakh chairmanship in this organization.

The session will be attended by Secretary General of the Energy Charter, Ambassador Urban Rusnak, Minister of Energy of Georgia (chairman country of the Energy Charter Conference in 2015) Kakha Kaladze, Minister of Energy of Azerbaijan Natig Aliyev, Member of the Board (Minister) for energy and infrastructure of the Eurasian Economic Commission Daniyal Akhmetov, President and CEO of LUKOIL OJSC Vagit Alekperov, chairman of the Energy Charter Conference, the first Vice-Minister of Energy of Kazakhstan Uzakbay Karabalin, chairman of the KazEnergy Association Timur Kulibayev.

The number of participants includes Secretary General of the Gas Exporting Countries Forum (GECF) Seyed Mohammad Hossein Adeli, Special Envoy of the Energy Charter in the Middle East and North Africa Mehmet Ogutcu and others.

Also, the event will be attended by representatives of BG Group, Exxon Mobil Corporation, Royal Dutch Shell plc., OMV Group, Rosneft OJSC, SOCAR, CNPC, Sinopec Corporation, Saudi Aramco, Abu Dhabi National Oil Company, QatarGas, Petrobras-Petroleo Brasil, KEGOC JSC, INTER RAO UES OJSC, General Electric, State Grid.

"The meeting of the Conference will bring together not only all the members of the Energy Charter, but also invited observer countries and international organizations, leading experts involved in the negotiation process," said KazEnergy.

It was earlier reported that Kazakhstan became the first country to be elected in accordance with the new format of the organization adopted in early 2014.

Election of Kazakhstan reaffirms the special role of the republic as a major producer and supplier of energy sources on the Eurasian space, which is the link between Europe and Asia. It is no coincidence that "The development of transit corridors - the key to global energy security" has been selected the main theme of the upcoming Astana Conference.

Kazakhstan raises a number of important policy proposals to improve the Energy Charter process within the framework of its presidency. It is proposed to introduce a voluntary dispute resolution mechanism in the pretrial order in order to avoid conflicts in the energy sector at the national level. It is also recommended to consider the creation of an ombudsman office for the protection of investments in the energy sector under the Secretary General of the Energy Charter. This would allow to resolve the disputed issues and avoid investment disputes in the Energy Charter countries in a more dynamical and timely manner.

In addition, Kazakhstan has been actively involved in the process of modernization of the Energy Charter in part of its expansion. As the presiding country, Kazakhstan also plans to initiate an in-depth multilateral dialogue on security issues of energy resources transit and transparency of all segments of the international energy markets.

During this meeting, it is planned to take the main resulting document - Astana road map that will determine the development of the organization for the next five years. For example, the previous similar document was adopted in Rome in 2009.

Energy Charter Conference is the highest governing body of the Energy Charter Treaty, which brings together more than fifty countries of Eurasia.
