In Azerbaijan, the rules of creation and regulation of the duty-free stores can now only be changed with the consent of the head of state.

The decision was made by the Cabinet of Ministers of the country by amending the "Rules of creation and regulation of duty-free stores."

The changes came into force since May 1, 2015.

In Azerbaijan, the license for establishment of duty-free stores is issued by the State Customs Committee for a term of five years.

State Customs Committee may suspend the license or revoke it completely in case of application of the owner of the license or the suspension of its business activity by the court.

The license is also fully revoked in case of repeated violation within one year of requirements defined by rules, or the detection of false information in the documents submitted to obtain a license by the license holder.

Duty-free stores can only be created in the areas of customs control of the international airport, seaport, border checkpoints, as well as in other areas of customs control for the heads and members of diplomatic missions and consulates of Azerbaijan in foreign countries and their families.

Retail only is allowed in the duty-free stores.
