E-gov’t portal offers banks assessing tool for solvency of borrowers

Information Technology Center (ITC) of the Ministry of Communications and High Technologies of Azerbaijan has offered Unibank OJSC the opportunity to get more detailed information about clients when issuing loans, the ITC told Trend.

The new service which will replace the traditional method of obtaining information about customers, will allow citizens to apply for information to the bank by themselves through the portal of "Electronic government" (e-gov.az). The advantage of this method is that the bank will be able to more thoroughly evaluate the creditworthiness of the borrower's loan.

The solvency assessment system is based on statistical methods used in consumer lending. The decision on approval or denial of granting a loan is taken according to the points scored in the questionnaire of the credit organization filled in by the borrower. This method allows to reduce the requirements for the qualification of loan officer and speed up consideration of appeals.

The ITC said earlier that one of the evaluation criteria is the cost of customers for telecommunication services (fixed and mobile communications, as well as the Internet). This method of evaluation has been previously proposed to the ministry of labor and social protection of Azerbaijan, which will enable the ministry to better assess the persons in need of targeted social assistance.

The 'Electronic Government' website is a key tool for supporting work with citizens and businesses, belonging to the state and private sectors. It aims at reducing the number of documents required by the citizens, with the help of an electronic interaction among different bodies.

The access to the portal is conducted with the help of e-signature, the identity data of the private entrepreneurs and citizens, verification data (login and password), as well as mobile authentication system, which can be obtained in an electronic form after registering on the portal.
