Mass scuffle occurred in Kalmik among the local residents and immigrants from Azerbaijan cannot be defined as intergovernmental discord, Beatr Gindeyev, the deputy Interior Minister, said, Radio Svoboda reported.
The names of the instigator of the scuffle were revealed.
About 60 local residents attacked on the train Tyumen-Baku on the Railway station of Artezian on 27 October.
Twelve people suffered, eight were Azerbaijanis by birth.
A criminal case has been filed over the fact.
