Eight people involved in Azerbaijani region riots arrested (UPDATE)

As a measure of restraint - 8 people have been arrested who were actively involved in violating public order, the destruction of property, using force against law enforcement bodies, and causing fire and damage in Ismayilli, a joint statement of the Azerbaijani Interior Ministry and Prosecutor General’s Office said today.

As a measure of restraint - 8 people have been arrested who were actively involved in violating public order, the destruction of property, using force against law enforcement bodies, and causing fire and damage in Ismayilli, a joint statement of the Azerbaijani Interior Ministry and Prosecutor General's Office said today.

According to the report, Ismayilli residents Vasif Ibrahimov, Shukran Muhubaliyev, Shakir Mustafayev, Jeyhun Abbasov, Jafar Jafarov and previously convicted Elshan Gurbanov were arrested for these actions.

Sakhavat Samedov and Khayal Sharanov were also arrested for stealing two TVs, a sofa and an armchair from burnt Chirag hotel.

They have been involved as defendants upon the relevant articles of the Azerbaijani Criminal Code. According to the court decision, arrest has been chosen as a preventive punishment.

Around 52 people involved in the actions which caused the violations of public order were detained. According to the court decision, administrative detention was imposed for 23 individuals, administrative penalty for 15 individuals. Around 14 people were released after warning.

It was previously reported that mass conflict connected with biased hooliganism occurred in Ismayilli region on January 23. The property was damaged by "Chirag" hotel drunken administrator Emil Shamdinov and his friend Elmeddin Mammadov. Afterwards, "Chirag" hotel and various cars were burnt by a group of people who gathered there.

Emil Shamdinov and Elmeddin Mammadov were brought to criminal liability for illegal activities and arrested, as a measure of restraint.

The Investigation Department for Serious Crimes under the Prosecutor's Office initiated criminal case, and an investigative team was created, including representatives of Prosecutor's Office and police departments.

Arrestees and detainees were explained their rights and responsibilities. Each of them was provided by defenders.

In recent days, distorting the essence of the events caused by hooliganism, some mass media representatives deliberately spread biased and prejudiced information regarding the alleged disappearance of Ismayilli resident Ramil Javadov on January 24, who was subjected to an administrative penalty for disturbing public order, but was released afterwards. Javadov currently resides at his registered address.

Furthermore, some agencies denied reports about large number of people injured during the events, and reported that only four people applied to hospitals with injuries and were released after receiving medical assistance.

The investigations ascertained that arriving in Ismayilli on January 24, the deputy chairman of the Musavat party Tofig Yagublu and co-chairman of Real movement Ilgar Mamedov, called Ismayilli residents to actions impairing social and political stability, such as resistance to the police, insubordination, blocking traffic. Their illegal actions intended to exacerbate the situation in the country, will be fully and thoroughly investigated and given a legal assessment.

Relevant investigation will be held in order to determine the amount of damage caused to the state and citizens by the accident and severity of injuries of the police officers.

Investigations and search operations are currently underway to identify and bring to justice the organizers and other participants of the actions that led to disturbance of public order.

Such illegal actions against the safety of citizens and disturbance of public order will be strongly suppressed.
