Azerbaijan, Baku / Тrend corr S. Ilhamgizi / The collapsed building did not conform to technical methods and construction regulations, seismologist Elchin Khalilov said.
A 16-storey building being constructed at 25, Mammad Nakhchivani Street in Baku collapsed on 28 August.
"It is clear that if the building collapsed then the construction was irregular, mistakes were made," Khalilov, who arrived at the scene, said. According to him, a special commission will be established to find out the reasons of the collapse.
