Annulment of Political Parties Registration to be Considered in Azerbaijani Appeal Court

Azerbaijan, Baku, 9 April / Trend corr. I.Alizade / The appeals concerning non-registration of the political parties on state level and their cancellation will be considered by the Appeal Court of Azerbaijan.

"The first version of the project on Administrative-procedural Code envisaged the consideration of the refusals to register parties, their cancellation, as well as issues concerning the elections of political parties and mass media by the Supreme Court. Changes were introduced in the Code. Under the changes, the boards on administrative disputes of appeal courts will consider the cases as first instance," stated MP Rafael Jabrailov, head of the Task Group, which develops the project on Administrative-procedural Code, during the meeting of standing Parliamentary commissions on Legal Policy and State Building.

Administrative-procedural Code was passed during the first reading of the Parliament.

"Appeals concerning registration of political parties and their annulling, as well as those concerning elections will be considered in the Supreme Court," Jabrailov said.

Code provides solution of administrative disputes between the state and citizens.

Ali Huseyn stated that development of the legislation on administration disputes is a new sphere for Azerbaijan. Parliament passed a bill on Administrative production, but the Administrative-procedural Code was not passed and the law did not come into force.

Huseyn said wide public discussions will be held on Administrative-procedural Code with participation of representatives of court system in the near future.

MP Gudrat Hasanguliyev believes that the issues concerning acceptance and dismissal of the people from the state departments should be included in the Administrative-procedural Code.
