Azerbaijan, Baku, 1 December / Trend News, corr.U.Sadikhova/The agreement on security between Iraq and the United States, which caused many contradictions in Iraq, will have a positive result for development of domestic and foreign policy of Iraq.
"The bilateral document, which caused many disputes in Iraq, will help the country to overcome the domestic crisis due to absence of national security forces," Saleh Kaabi, Iraqi political scientist, said to Trend .
On 27 November, the Iraqi Parliament approved the agreement on security with Washington. The agreement envisages the withdrawal of American troops from Iraq until December 2011. Some 144 MPs out 198 MPs attending the meeting voted for the approval of the document, AlJazeera reported.
Representatives of Shiite fraction in the Parliament - supporters of Muktad Sadr, the leader of Mahdi Army movement, opposed the agreement.
This document was proposed by the USA to the Government of Nouri al-Maliki this spring, which will determine the future of presence of the American troops in the country. Key items of the agreement (SOFA) are the withdrawal of the American troops within three years from the territory of Iraq, non-use of the Iraqi territories for the attack on the neighboring countries, or the right of the Iraqi government to the arrest foreign servicemen, who committed crime in the territory of Iraq.

Kaabi said.
The document will be finally approved after the signing of the Presidents of Iraq and USA.
"With this agreement, the Iraqi government proved that it can find a compromise with another state in the question regarding national interests," Ghassan Atiyyah, Director of Iraq Foundation for Development and Democracy, told Trend by telephone from London.
He said that Parliament's recognition of
this document shows that the State bodies of the country again begin to work,
protecting national interests.
"The talks between different parties of Iraq, including the protests of the Shiit
supporters of Sadr, show that in the country there is a dialogue between the
parties," said Atiyyah.
The adoption of this document will become the first step toward the revival of
the national policy of Iraq, after so many years of stagnation, he said.
The final Iraqi government will go out of the subordination of American forces, when it will form national security agencies and then American will not have right to carry out different military operations in the territory of the country.
The point in the agreement, which says that Iraq will not be used as the base to attack on neghibouring countries, may help the country to improve foreign relations.
However, here much will depend on the policy of Iran toward Iraq and the U.S., Anthony Sullivan, the expert on foreign policy in the American University of Michigan, said.
The United States has achieved great success in Iraq, confirming it with this agreement, which indicates that Washington can make concession with the Middle East side, a US analyst believes.
At present Iran is interested in negotiations with a new US administration. Therefore, Not only Iraq, but also Iran will gain benefit from this agreement, Sullivan said.
"If Iran does not support opposition in Iraq, then a new dialogue between Washington and Tehran can begin within a short period of time," he said.
As to interior disputes in Iraq, relations amongst different religious groups in Iraq always were very difficult before military intervention of the United States in March 2003, Sullivan said.
Therefore, it is expected that interior conflicts between Shiahs and Sunnis will last in Iraq future, even when the United States withdraws its troops, the US expert said.
It is too difficult to analyze future of this agreement and the best way out of the situation will be a referendum, which the government has scheduled to summer 2009, Doctor Louay Bahry, former Professor of the Bagdad University and ex-head of the Foreign Policy Department of the Qatar University, said.
"Results of referendum will display profitability of the agreement for the Iraqi people," Bahry told Trend via telephone from Washington.
At present Iraq needs in huge economic and social reforms. Therefore, the agreement should be useful not only for security of the country, but also for its social improvement, he said.
"The thing is not how the future authorities in Iraq will develop after the agreement, but whether the government should hold economic reforms to remove unemployment in the country," Bahry said.
Shiahs are dissatisfied, because most of all, the Sunni political blocs have worked out over the document, he said. However, this fact will not lead to serious conflicts.
"Sadris are against terms of activity of the US troops in the country, demanding its cut. This problem will hardly to be a new reason for the civil war," Bahry said.
After adoption of the agreement, the United States will not make many financial and military efforts in military campaign in Iraq. Barack Obama, new head of the White House, will be sooner occupied with problems of foreign policy of the United States, Sullivan, the US analyst said.
"Result of the agreement for Iraq will depend on two factors: how Iraqis will pursue their interior policy and whether Iranians will continue supporting Shiah leaders of Iraq," he said.
According to the US Ministry of Defense, lost of Pentagon made up 3,988 soldiers and officers in Iraq within five years, PRIME-TASS reported.
Medical magazine Lancet published a new investigation of scientist group and this figure made up about 655,000 residents of Iraq.
Iraqis, forced to leave their houses, numbered about 4mln.
