Azerbaijan, Baku, Dec. 22 / Trend , I.Khalilova /The standing Parliamentary Commission on Science and Education Issues discussed the Education Law and submitted the document to the Milli Majlis (Azerbaijani Parliament) for consideration on Dec. 22.
Over 200 appeals, which were reflected in the law, have been addressed to the Commission after the first reading, Shamsaddin Hajiyev, the chairman of the Commission said. The point, which gives the possibility graduates of technical schools with the highest marks to enter higher education institutes without exams, was excluded from the law. However, the conquerors of international Olympiads still have opportunity to enter universities without exams under the project of law. There voiced objections against this point during the consideration.
Under the changes in the law, the secondary education in Azerbaijan is divided into three parts: primary, secondary and complete secondary education. Higher education also is divided into three parts: bachelor, magistracy and doctor's degree students; however, all three degrees are considered as the complete higher education.
The point about retention of the test system during passing exams to universities of the country was also introduced in the law. School leavers will themselves select universities after passing exams. However, rewarding by silver and gold medals system will be introduced in schools. But, this will not be taken into account during the entering universities.
Education law was accepted in the first reading in Parliament at the end of 2007. The current law was accepted in 1992. The preparation of the new law has been carried out since 1995. However, the differences between the ministry and other official agencies prevented its adoption.
