Afghan government presents plan to prevent civilian casualties

The Afghan government presented a new plan to the international community and NATO to combat terrorism and prevent civilian casualties.

The plan deals with improving coordination between foreign and Afghan military forces, the qoqnoos new agency reported.

Civilian casualties have turned into an immense challenge for the Afghan government and international community.

President Karzai warned that he will call a public vote if foreign troops do not make their position clear in one month. He appointed several commissions to investigate civilian casualties.

The vote is necessary due to frequent criticisms from the population about civilian casualties.

Several members of parliament believe that foreign soldiers act irresponsibly and do not coordinate their actions with the Afghan National Army (ANA).

The Taliban's strategy to use civilian homes as shelters are the main reasons for civilian casualties.

Karzai increased his criticism of foreign forces in recent weeks.

Some experts believe that Karzai's recent reactions and threats to the international community are the result of new U.S. President Barack Obama showing him a lack of support.
