A technical extension of the UN mandate is not enough to ensure security in the conflict zone, Human Rights Commissioner of the Council of Europe Tomas Hammerberg said at a closing briefing in Tbilisi.
During his visit to Georgia, Hammerberg met governmental and NGO officials and refugees.
The commissioner visited Abkhazia to meet Gali residents and learn about their problems with education and passport acquisition.
Hammerberg said intensifying refugee security is a must.
"A new mandate with the participation of international authorities must be formed. It should be based on protecting human rights flexible and be efficient to meet new challenges," he said.
Hammerberg will deliver a report on his recommendations at the close of his visit to Georgia.
