Each referendum initiative group will be allocated 23,000 manat in Azerbaijan, the Central Election Commission Chairman (CEC) Mazahir Panahov said.
"But legislation allows campaign groups to raise funds up to four million manat," Panahova said.
Azerbaijan will hold a referendum on March 18 to amend the Constitution.
The CEC registered the New Azerbaijan, City, Progress, Law and Democracy and Civil Society initiative groups. The Prosperous Village, Free Speech, Azerbaijan People's Republic and National Independence initiative groups were not registered.
The Azerbaijani Constitution was adopted in 1995. Amendments and additions were made in 2002.
The referendum campaign will begin Feb. 18 and end March 16 at midnight.
The Law and Democracy, City, Progress, Civil Society and For Sustainable Development groups have
been selected as members by an advisory vote of the commission.
