Azerbaijan, Baku, Feb. 19 / Trend , J.Babayeva/

On Feb. 19, referendum training began for the members of Azerbaijani constituencies.

The Central Election Commission (CEC) organized the training with the International Fund for Election Systems (IFES). The training will last from Feb. 19-23.

The CEC training group will conduct a practical study on voting procedures and polling processes.

CEC Secretary Natiq Mammadov said the members of the constituencies must take the training seriously.

"A qualitative approach is important," Mammadov said.

IFES Director to Azerbaijan Daniel Blessington said the referendum will be technically more voluminous than any other election in the country.

"Our referendum activities will be limited because the IFES Baku Office is preparing for the municipal elections. Voters will express their position to change Article 29 on election day," Blessington said.

Azerbaijan will hold a referendum on March 18 to amend the Constitution.

The CEC registered the New Azerbaijan Party, Shahar, Tereggi, Huquq Va Demokratiya, Vatandash Jamiyyati, For Long-Term Development, Zaka, Movement For Garabag and the Republic and Republicans initiative groups. The Abad Kand, Azad Soz, Azerbaijan People's Republic and Milli Istiglal groups failed to pass registration.

The Azerbaijani Constitution was adopted in 1995. Amendments and additions were made in 2002.
