Azerbaijan must finish implementing planned infrastructural projects within 5 years and has every capability to do so, Azerbaijani President Ilham Aliyev said at a conference on the government's 2004-2008 socio-economic development program.

The program for the next 5 years is being developed and will be approved shortly, he added.

"The program is very concrete," Aliyev said.

A key objective of the program will be to develop the non-oil sector.

Infrastructural programs in the field of electricity and natural gas will also be further developed.

Special attention will be paid to drinking water and irrigation, including building the Oguz-Gabala-Baku-Samur Absheronskgo Canal and Tahtakerpyu Reservoir and treatment plants along the Kur and Araz rivers. Azerbaijan must ensure its water security, Aliyev said.

The program envisages providing 400,000 people with water. A total of 800,000 people will be provided with drinking water. Treatment facilities will be established in all rivers and channels throughout the country. The program will also pay special attention to ecological issues.
